Interesting.... The concept seems interesting, and the facial expression Luigi is giving a sincere look on his face, that goes very well with caption.

I like the starry background, and the misty feel to it. It feels very mysterious and night like.

Now for the criticism. Thought your art style is very cool, I don't think it looks enough like anime screenshot. Since that must be what you were aiming for. The body needs to look more human, and the head isn't shaped quite right. Also, I would add shadows to Luigi. Since most of the anime I have watched has at least a minimum shading of some sort.

Also I wouldn't make a black box at the bottom and put words in it. It doesn't look like a convincing screenshot. A better way to do this would be to get rid of the black box, make the font smaller and but a small black border around it.

All and all, I like the concept. Please note, this critique is holding NOTHING against you. I am just offering my honest opinion.
